She is a stray before joining the PAW Patrol. Her previous and owners are unknown and it’s yet to know if she has any new owners. In PAW Patrol: The Mighty Movie, while the PAW Patrol use their newly acquired super powers to save the day, Liberty, reluctantly at first, stays behind aboard the Aircraft Carrier HQ to watch over and mentor the Junior Patrollers. As she trains them to help them realize their full potential and turn them into lean, mean, fluffy little rescue machines, her admiration for them grows.

When Mayor Humdinger tries to slip away in the aftermath, Chase catches and places him under arrest for numerous felonies, including gross negligence, public endangerment, and dognapping, putting him behind bars for the foreseeable future, and impeaching him as Mayor of Adventure City. The PAW Patrol are granted the key to the city by Marty and Kendra and hailed as heroes, and Liberty is officially made a member of the PAW Patrol as Ryder gives her a new collar and pup-tag. Soon after, Harris calls Ryder requesting aid at the waterfront, and the PAW Patrol is called to duty again, with Liberty joining them as their newest member. Take the rest of the crystals, fly her jet in stealth mode to the observatory, and chase after Victoria Vance. Before she received her vehicle from Ryder, she traveled through Adventure City on a blue wagon with a light pink and orange floral pattern. One out of its four wheels is smaller, squeakier, and looser than the rest. She used its slightly bent silver and red handle to steer and ride around Adventure City. In the series, her appearance is a bit different. Her fur is a darker shade of brown instead of golden, she has a lighter brown chest and underbelly and the tip of her tail is slightly lighter shade of brown. Her fluffy fur textures are replaced with the series' standard flat ones and her collar changed color from coral to turquoise.She is a curious, and lively, as well as an energetic pup. She calls the PAW Patrol her heroes, and, just like them, works hard to keep the city clean and safe. She is also motivated with sincerity to help the PAW Patrol after she accidentally asked them for help, but once she joins, she stands up without a fear of anything. She makes an outstanding performance when it comes to teamwork. She gets excited when the PAW Patrol is around. Led by Liberty as one of the primary characters, PAW Patrol: The Movie does an excellent job of having a voice cast as diverse as its pups. In addition to Martin as the loveable dachshund, the movie also brings in Tyler Perry, Randall Park, Kim Kardashian, and Yara Shahidi to round out a solid group. Liberty's transfer to the small screen would allow that type of representation to continue, which is a major benefit to younger viewers of a show like PAW Patrol. The pup would also need to make the animation adjustment from the more theatrical-looking movie models to the more well-known TV-style animation.

In PAW Patrol: The Movie, after becoming an official member, Liberty continues to protect her city with the PAW Patrol. However, in the series, she protects the city solo as the PAW Patrol still live in Adventure Bay. It is most likely the same size as their Moto Pups motorcycles, similar to Elastigirl's motorcycle.

In both the film and the series, she wears a coral uniform with blue and white highlights along with a helmet assembly with a blue visor (white visor in the series).
